INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />CONSENT <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka P.E., Public Works Director <br />FROM: W. Keith McCully, P.E., Stormwater Engineer <br />SUBJECT: Approval of Florida Legislative Grant for Moorhen Marsh Low Energy Aquatic <br />Plant System <br />DATE: January 7, 2020 <br />DESCRIPTION AND CONDITIONS <br />The Florida Legislature awarded Indian River County a $650,000 Legislative Grant for the proposed <br />Moorhen Marsh Low Energy Aquatic Plant System, currently nearing final design. The facility will remove <br />nitrogen and phosphorus from waters of the Indian River Farms Water Control District's North Relief Canal <br />prior to discharge into the Indian River Lagoon. Based on a one-year pilot plant study, staff estimates that <br />approximately 7,600 pounds of nitrogen and 1,250 pounds of phosphorus may be removed from the canal <br />water annually. FDEP prepared the grant agreement (Agreement #LPA0018) and forwarded it to the County <br />for review and execution. Staff has reviewed the Agreement and has no recommended revisions. <br />FUNDING <br />The predesign estimated project cost is approximately $8,705,000. The Legislative Grant will fund up to <br />$650,000 of the project cost, which equals approximately 7.5% of the estimated project cost. Currently, the <br />19/20 approved Capital Improvement Element has $5,050,000 budgeted in 19/20 and $3 million budgeted <br />in 20/21 in Optional Sales Tax/Public Works/PC North -Moorhen Marsh—Account #31524338-066510-16018. <br />The Project also has a $1,500,000 Cost -Share Grant from St. Johns River Water Management District. <br />RECOMMENDATION <br />Staff recommends that the Board approve the attached Agreement #LPA0018 and authorize the Chairman <br />to execute it on behalf of the County. <br />ATTACHMENTS <br />Legislative Grant FDEP Agreement #LPA0018 <br />DISTRIBUTION <br />Public Works Stormwater Division <br />APPROVED AGENDA ITEM FOR JANUARY 21, 2020 <br />45 <br />
