INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />CONSENT <br />DATE: January 28, 2020 <br />TO: Jason E. Brown, County Administrator <br />FROM: Richard B. Szpyrka, P.E., Public Works Director <br />SUBJECT: Board Approval for Adopt -A -Roadway and Adopt-A-Stormwater Park Programs <br />DESCRIPTION AND CONDITIONS <br />The County has administered an Adopt -A -Road program since 1993. Various civic groups, churches, <br />educational organizations and homeowner's associations are currently part of or have been part of this <br />program to pick up litter along collector and arterial roadways within the County. The County incurs the <br />cost to fabricate and install the signs at the adopted 1 -mile stretch of roadway identifying the <br />organization that has adopted the roadway and also provides the necessary safety equipment for the <br />groups. The estimated total cost per group is $350.00. Currently there are approximately 30 roadway <br />locations adopted. <br />Recently, Public Works staff was approach about adopting the Osprey Acres Stormwater Park to perform <br />litter removal to keep the park clean and three other organizations have expressed interest in adopting <br />a roadway. <br />Staff is requesting that the Board reaffirm the Adopt -A -Roadway program, authorize the inclusion of an <br />Adopt-A-Stormwater Park as part of the program, and to reaffirm the authorization of the Public Works <br />Director to enter into agreements, on the Boards behalf, with interested individuals and organizations <br />for Adopt -A -Road and/or Adopt-A-Stormwater programs. <br />FUNDING <br />Funding for the purchase and installation of signage will come from Transportation <br />Fund/Stormwater/Other Operating Supplies Account # 11128138-035290 or Transportation <br />Fund/Traffic Engineering/ Other Operating Supplies Account #11124541-035290. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners approve the addition of an Adopt-A-Stormwater <br />Park to the program, continue the existing County Adopt -A -Roadway program, and reaffirm the <br />authorization of the Public Works Director to enter into agreements, on the Boards behalf, <br />ATTACHMENTS <br />Adopt A Roadway Contract and Adopt Stormwater Park Resolution <br />APPROVED AGENDA ITEM FOR February 11, 2020 <br />44 <br />
