PROCLAMATION <br />HONORING KENDALL W. BLANCHARD ON HIS RETIREMENT FROM THE <br />INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br />DEPARTMENT OF PUBLIC WORKS/ENGINEERING DIVISION <br />WHEREAS, Kendall Blanchard retires from the Indian River County Department of Public Works, <br />Engineering Division effective April 30, 2020; and <br />WHEREAS, Kendall began his career with Indian River County on June 28, 1991, as Survey <br />Instrumentman I and on December 1, 1995 was promoted to Survey Instrumentman II. On July 16, <br />1996, Kendall was promoted to Survey Party Chief and continued in that capacity until his retirement; <br />and <br />WHEREAS, during that time, Kendall was responsible for the daily supervision of the survey field <br />crew as they performed their duties, and for training of new field crew members. Kendall was also <br />responsible for the recording of the data that the survey crew obtained each day in order for the survey <br />staff to prepare accurate mapping products for County projects. During his 29 years with Indian River <br />County, the technology and instrumentation utilized in surveying evolved from the standard transit <br />and tape to Global Positioning Systems (GPS) and robotics. During his career with Indian River <br />County Kendall worked on many important projects and played a substantial role. These projects <br />include the densification of vertical control and GPS stations throughout the County, and the recovery <br />and perpetuation of the original controlling land corners set by the Government Land Office (GLO) <br />surveyors in the late 1800's, as they are the basis of all surveying in the state of Florida. <br />WHEREAS, Kendall Blanchard has served this County and the Public with distinction and <br />selflessness. During his twenty-nine years of service, he was dedicated, and his work was greatly <br />appreciated by the employer, citizens, and co-workers alike; and <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Board applauds <br />Kendall Blanchard's efforts on behalf of the County, and the Board wishes to express their <br />appreciation for the exemplary service he has given to Indian River County for the last twenty-nine <br />years; and <br />BE IT FURTHER PROCLAIMED that the Board of County Commissioners and staff extend <br />heartfelt wishes for success in his future endeavors! <br />Adopted this 5th day of May, 2020 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Susan Adams, Chairman <br />/5 <br />
