13.A. <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorney <br />DATE: April 20, 2020 <br />SUBJECT: Children's Services Dedicated Millage <br />BACKGROUND. <br />On January 14, 2020, the Indian River County Board of County Commissioners ("Board') voted to schedule a <br />workshop concerning a referendum to establish a dedicated millage for children's services. On February 25, <br />2020, the Board conducted the workshop and provided guidance to the County Attorney on various issues <br />pertaining to the dedicated millage, including the proposed millage rate, sunset date, millage phase-in, <br />children's services advisory committee membership, executive director position and staffing, and the use of <br />dedicated millage funds. <br />After the workshop, the County Attorney's Office began drafting the proposed ordinance, which called for the <br />referendum and established a new chapter of the Indian River County Code of Ordinances pertaining to the <br />dedicated millage and the other issues noted above. In March, Indian River County, the State of Florida and <br />the entire country began to address the impacts of COVID-19. As the pandemic continues, it is clear that the <br />public health and economic impacts of COVID-19 are widespread and dramatic. Thus, in coordination with <br />the representatives supporting thereferendum concerning children's services to be placed on the November <br />2020 ballot, the County Attorney's Office is recommending that the Board defer placing the matter on the <br />November 2020 ballot. The County Attorney's Office will instead bring the matter and a draft ordinance back <br />to the Board in 2021 for consideration of placing the matter on the November 2022 ballot. <br />FUNDING. <br />There is no funding associated with this matter. <br />RECOMMENDATION. <br />The County Attorney's Office recommends the Board defer placing the matter on the November 2020 ballot. <br />ATTACHMENT. <br />Letter from Lisa Kahle, dated April 17, 2020. <br />76 <br />
