PEP REEF STATUS REPORT <br />The Board reviewed the following memo dated 3/16/95: <br />L <br />Pypmo0tE <br />TO: James E. Chandler, County Administrator VC <br />THROUGH: James W. Davis, P.E. <br />Public Works Director <br />FROM: Don G. Donaldson, P.E., Coastal Engineer7? <br />SUBJECT: Indian River County/Vero Beach PEP Reef <br />DATE: March 16, 1995 <br />Staff has completed the assessment report on the expected performance of the PEP Reef (see <br />attached). Staff has concluded the PEP Reef will reduce wave heights but will not completely <br />stop erosion. Because of this Indian River County will be required to place some fill to mitigate <br />storm induced erosion. <br />Staff is recommending the County obtain the remaining permits for the 3000' experimental PEP <br />Reef. Proceed with the PEP Reef project in the summer of 1995 and add a dune/fill to the permit <br />to mitigate the predicted erosion not stopped by the PEP Reef, Dune filling can commence in <br />October, 1996 if it is funded by the proposed erosion control taxing district. <br />Staff will present the results of this assessment report to the beach advisory committee on March <br />20, 1995. <br />County. Coastal Engineer Don Donaldson pointed out the two <br />areas of the project outlined on a large display board and reviewed <br />the status report on the Vero Beach PEP Reef: <br />Background <br />Over the past 32 years Indian River County has experienced erosion that was caused by <br />fourteen Northeasters, fifteen Tropical storms and two Hurricanes. These storms have <br />caused the Vero Beach area to average 1 to 2 cubic yards per foot per year of erosion. <br />The shoreline has also receded at a rate of between 1 and 3 feet per year. Most recently <br />the shoreline recession has slowed because of bulkheads (i.e., it can move no further <br />landward at those locations) and local sand nourishment efforts. <br />The storm that was most damaging in recent times was the Thanksgiving Day 1984 storm. <br />This storm average 10 cubic yards per foot of sand loss and caused the shoreline to <br />receded by as much as 20 feet. Most of the sand loss occurred within the City of Vero <br />Beach. The Cubit Study (1988) categorized this a severe storm, a hurricane would be an <br />extreme storm and any thing less would be a mild storm. During the year 1994 staff <br />recorded 3 erosion storms that fall somewhere between mild and severe, staff will call <br />them moderately severe. - <br />15 BOOK 94 pmu •f.� <br />MARCH 28, 1995 <br />
