Commissioner Tippin felt there is a good chance it will work, <br />but realized there are no guarantees from Mother Nature that it <br />will work. He wished to point out that he is interested in the <br />citrus industry in this county not because he owns an orange grove <br />but because of the way it contributes to the economics of our <br />county. He is concerned about what happens to the beach because if <br />assessments on that property go down, we have to make up the <br />difference. Commissioner Tippin felt the beach is a vital resource <br />that everyone should be concerned about. <br />MOTION WAS MADE by Commissioner Tippin, SECONDED by <br />Commissioner Adams, that we move ahead as quickly as <br />possible with the PEP reef project. <br />Under discussion, Commissioner Eggert felt we should try this <br />and do what we can. She believed we will see some success with the <br />Vero Beach PEP reef. <br />Commissioner Bird asked about our resources for trucking in <br />sand, and Public Works Director Jim Davis estimated that there is <br />enough sand available in the county for two projects. <br />Commissioner Adams felt that to look just at sand replacement <br />is not addressing the cause of the problem. <br />Commissioner Bird commended Commissioner Adams for her efforts <br />and those of staff and the Beach & Shore Preservation Committee, <br />but felt we are taking a $3 -million gamble which is not backed up <br />by the experts that we hired to give us their opinion. <br />Commissioner Adams pointed out that the oceanfront property <br />provides $11 -million in ad valorem taxes. <br />Chairman Macht asked about alternative 2 which contains beach <br />renourishment, and Commissioner Tippin noted that his Motion was <br />just to move ahead with the permitting process as rapidly as <br />possible. <br />Commissioner Adams pointed out that we could consider the sand <br />replacement separately. She believed the permitting needs to be <br />separate from the establishing of a funding district. <br />Commissioner Bird understood the Board would have another <br />opportunity to vote on whether to proceed with construction of the <br />reef.
