® s � <br />DESCRIPTION AND CONDITIONS: <br />On March 16, 1995, Indian River County received a letter from the <br />Humane Society of Vero Beach and Indian River County, F1., Inc., <br />advising that its Board of Directors had voted to limit its private <br />sources of funding to programs directly related to the established <br />mission of the Humane Society. The letter further conveyed that <br />effective October 1, 1995, the County should plan, construct, and <br />begin operation of a facility for the stray dog and cat population <br />inasmuch as the County was unable to commit to the Humane Society <br />a greater share of operational costs for basic housing on a <br />contractual three year basis. <br />Given the Humane Society's position regarding discontinuing this <br />service, staff is requesting authorization to issue a Request For <br />Proposals (RFP) to provide housing and other services for animals <br />in the custody of the Indian River County Animal Control Authority. <br />ALTERNATIVES AND ANALYSIS: <br />Staff is not certain that, private entities exist that would be <br />interested in contracting with the County to provide this type of <br />service, although a brief survey demonstrated that some possible <br />vendors had an interest -in entertaining the idea if a request for <br />proposals were in fact solicited. <br />Staff submits that this alternative should be explored to determine <br />if this approach is operationally feasible and economically <br />acceptable to the Board in carrying out the required statutory <br />duties related to animal control within the County. If the <br />issuance of an RFP is approved, staff will release it and report <br />back to the Board the feasibility of private vendors providing this <br />type of service to the County. <br />ON: <br />Staff recommends that the Board approve the issuance of an RFP to <br />provide housing and other services for animals in the custody of <br />the Indian River County Animal Control Authority. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously authorized <br />the issuance of an RFP to provide housing and other <br />services for animals in the custody of the County, <br />as recommended by staff. <br />IRC COURTHOUSE PROTECT - CLOSE OUT AND FINAL PAYMENT <br />Administrator Chandler presented summary of costs: <br />37 <br />MARCH 28, 1995 <br />BOOK 94 Pv,'L 719 <br />
