_I <br />'ROOK. 94 1, : , /_! <br />Mr. Glenewinkel noted that the proposed closeout involved a <br />lot of negotiation with the contractor. The project was extended <br />10-1/2 months and there is no doubt that the County has incurred <br />some costs that they would not have if the architect had designed <br />a perfect set of documents. However, the architects and engineers <br />went without reimbursement for any of their services in connection <br />with that. The inclusion of the HVAC system in midstream caused <br />considerable disruption to the project. The contractor bid the job <br />in a very competitive time, and out of the $13 -million contract had <br />$5 -million in subcontractors that went broke on him and he had to <br />come in and finish their work. This project has not been a <br />financial success for the contractor, and he has tried to maximize <br />every little error he could find by the architect and engineer in <br />order to recoup some of his costs. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the final close out and final payment as presented. <br />Commissioner Bird asked if we will get the release of liens, <br />etc., and Attorney Vitunac advised that we will and that Attorney <br />O'Brien will be participating in the two issues that are still in <br />arbitration between the contractor and one of his subcontractors. <br />50 <br />MARCH 28, 1995 <br />
