Bair <br />OMB. Director <br />DESCRIPTION AND CONDITIONS <br />The Budget Office received a letter dated March 14, 1995 from the Florida Department of <br />Community Affairs (FDCA) stating that Indian River County has been allocated $145,315 in grant <br />funds for FY 1995/96, to fiord local anti-drug abuse projects. The letter also requested the Board <br />to serve as the coordinating unit of government in applying for the funds. The Substance Abuse <br />Advisory Council will be soliciting for and receiving grant applications as well as evaluating those <br />applications and recommending to the Board what projects to fund and their funding levels. The <br />Substance Abuse Advisory Council's recommendations will be brought to the Board for approval <br />in May. The grant's sixth year will continue to be funded 75% from the state and 25% from the <br />county. The budgetary impact on the county will not exceed $50,000 especially since staff has <br />requested all matching funds for the 1995/96 fiscal year to be made by the grant applicants rather <br />than the Board of County Commissioners. The Board of County Commissioners would still have <br />to match the Substance Abuse Council portion since the grant requirement recommended the Board <br />of County Commissioners set up the council to administer the grant. <br />RECOMMENDATION <br />Staff recommends the Board accept the invitation to serve as the coordinating unit of government <br />in the FDCA Anti -Drug Abuse act Grant Program and authorise the Board Chairman to sign the <br />Certification of Participation naming Joseph A.
