PAVING OF 14TH STREET EAST OF U.S11 - COUNCIL ON AGING <br />The Board reviewed the following memo dated 3/21/95: <br />MEMORANDUM <br />To: Board of County Commissioners <br />From: Carolyn K. Eggert, County Commissioner Cg e <br />Date: March 21, 1995 <br />Re: Council on Aging and Paving of 14th Street <br />East of U.S. #1 <br />Please give consideration to the County's paying the <br />Council on Aging's final road paving assessment of <br />$4,909.32. As you recall at budget time, we did not fully <br />fund the Council on Aging and asked them to return to us if <br />necessary. This funding would come from general fund <br />contingency funds. <br />Arlene Fletcher, executive director of Council on Aging, was <br />100 percent in favor of paving 14th Street at any cost. She <br />requested that the County support the Council on Aging by paying <br />some of the cost. She noted there is 234 front feet at a cost of <br />$20.98 which totals $4,909.32; but 75 feet of that 234 feet is <br />already paved. They are being assessed for 75 feet that is already <br />paved, and she didn't understand why they are not being assessed <br />for just the 160 feet that is not paved. That would decrease the <br />assessment by $1,552.52 for a total of $3,356.80 instead of <br />$4,909.32. <br />Public Works Director Jim Davis was agreeable to assessing <br />them just on the unpaved portion rather than on the total frontage. <br />He explained that when staff prepared the assessment roll, they <br />went back to the previous project further to the east to determine <br />where that assessment stopped and picked up from there. He <br />believed they felt it was equitable to have a uniform assessment <br />for the two projects. <br />Commissioner Eggert felt it is much safer for people to <br />approach the center from U.S. #1 and turn in on 14th Street rather <br />than zigzagging in from 6th Avenue. <br />Administrator Chandler advised that staff's recommendation <br />would be to fund this from the transportation fund contingencies. <br />65 M(4 94 llkj'747 <br />MARCH 28, 1995 <br />
