Therefore, the <br />clear intent of Section 1010.04, which governs impact fee <br />credits is to disallow them for site related improvements. <br />11 <br />Vero Beach <br />MOB Appeal — <br />Section <br />1010.04, IRC <br />Code <br />06102/2020 11.A. <br />In summary, the required site related improvements for the <br />Vero Beach MOB project are not allowed for the following <br />reasons: <br />1. The site related improvements are not included in the <br />County's CIP (1010.04(1) and 1010.04(6)(C)) and do not <br />meet an expansion need of the County's road network <br />system (1010.04(6)(C)). <br />2.
