I. Proclamation/National Blue Ribbon Week <br />The Board reviewed the following Proclamation: <br />PROCLAMATION <br />WHEREAS, child abuse and neglect is a serious and growing problem <br />affecting more than three million of our nation's children <br />annually and of children locally; and <br />WHEREAS, the social malignancy called child abuse and neglect <br />respects no racial, religious, class, or geographical <br />boundaries and, in fact, has been declared a national <br />emergency; and <br />WHEREAS, there is an evident need to increase public awareness of <br />the problem of child abuse; and to address this issue, the <br />Exchange Club of Vero Beach is distributing Blue Ribbon pins <br />to the general public as a symbol to remind us all that child <br />abuse is a tragedy which..affects each and everyone of us; and <br />WHEREAS, the members of the Exchange Club of Vero Beach have made a <br />commitment- to make Vero Beach/Indian River County a better <br />place to live for all of us through their focus on preventing <br />child abuse: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the week of <br />April 2-8, 1995 be observed as <br />NATIONAL BLUE RIBBON WEER <br />in Indian River County to kick-off the month of April, <br />National Child Abuse Prevention Month.
