The county's native upland plant community set-aside <br />requirement may apply to portions of the subject property. <br />Prior to residential development of the site, the applicant would <br />be required to complete an environmental survey to determine <br />whether any jurisdictional wetlands exist on the site. That survey <br />would have to be approved by the county's environmental planning <br />staff. <br />Any jurisdictional wetlands on the parcel, as applicable, are <br />protected by federal, state, and county regulations. For these <br />reasons, no significant adverse environmental impacts associated <br />with this request are anticipated. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, <br />consistent with the comprehensive plan, meets all concurrency <br />criteria, and will have no negative impacts on environmental <br />quality;, The subject property is located in an area deemed suited <br />for medium -density residential uses and meets all applicable <br />rezoning criteria. For these reasons, staff supports the request. <br />RECOMMENDATION <br />Based on the analysis, staff recommends that the Board of County <br />Commissioners approve this request to rezone the subject property <br />from A-1 to RM -8. <br />Director Keating reviewed the project for the Board. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. We see no reason to <br />change the zoning of this property. The high density allowed under the new zoning will fracture <br />the residential environment which surrounds the area and significantly increase the traffic along <br />90th avenue creating further safety concerns.
