SOURCE OF FUNDS Utilities Impact Fees - <br />474-000-169-261.00 <br />ESTIMATED BUDGET <br />RECOMMENDATION <br />$1,875,767.40 <br />Staff recommends --that the bid be awarded.to NaGrand <br />Associates as the lowest, most responsive and <br />responsible bidder meeting specifications as set forth <br />in the -Invitation to Bid. <br />In addition, staff requests Board approval of the attached <br />Agreement as to form, when all requirements are met and <br />approved by the County Attorney. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, that the Board award Bid #5047 <br />to McGrand & Associates in the amount of <br />$1,800,178.27. <br />Under discussion, Commissioner Adams expressed concern that <br />McGrand & Associates has had problems with surface restoration and <br />the surface restoration in this project is allocated at $142,000. <br />She also noted a $66,000 difference between the first and second <br />vendors and stated she would like to see the County go with a local <br />company. She understood that McGrand & Associates has an agent in <br />Florida now and is licensed in Florida, but nevertheless is a <br />Minnesota company. <br />Steve Snoberger, project engineer of Carter Associates, <br />advised that when the bids came in, they had been requested to <br />review them and, as a part of that review, they contacted Dale <br />Kemp, the chief inspector on a current Sebring project, and William <br />Keckman, a Highlands County engineer, who both stated that McGrand <br />is an excellent pipe layer but has been experiencing problems with <br />restoration. <br />Commissioner Adams reminded the Board that restoration had <br />been a problem in the past and that the County had expended <br />additional monies and labor in attempting to solve the problems. <br />She felt she would be more comfortable with a local firm. <br />Commissioner Bird asked to hear from the Utilities Department <br />Director and Director Terry Pinto responded that the firm who is <br />going to do the better restoration would be his choice and that he <br />has nothing other than the reference check from the engineer to go <br />by. <br />APRIL 49 1995 58 <br />
