M a M <br />--DISCUSSION RE: UTILITY DEPARTMENT POLICIES/ECONOMIC <br />DEVELOPMENT/AFFORDABLE HOUSING/COMPREHENSIVE PLAN <br />Commissioner Eggert stated that she felt the Board needs an <br />overall view of the Utilities Department plans for the coming year <br />as they relate to changes in the Comp Plan. She also expressed her <br />concerns for the Economic Development Council. Some people had <br />been told that they didn't have to pay impact fees until building <br />permit time, only to find that now with the application to DEP for <br />capacity, they are being asked to pay impact fees. She felt the <br />County needs a clarification of those regulations. Also, the <br />Affordable Housing grant has been used to pay some of the liens and <br />some SHIP funds are being used to pay connection fees and things <br />like that, and she felt that's something we need to address. <br />People also are having problems completing projects due to the way <br />the water flow is figured and because of the cost of the County's <br />impact fees. She felt that the Board should request either a <br />meeting or workshop as the Economic Development Council is <br />finishing its strategy plan and the Affordable Housing Advisory <br />committee is talking about various matters. She does not want to <br />go riding down the road and off a cliff because she is alone out <br />there and the Board does not agree with the direction taken. She <br />also wanted to discuss economic incentives to help bring business <br />to the County. There is a report coming from EDC which is a <br />strategy plan suggesting different approaches but it does not <br />address water hook ups; it goes to the marketing plan to bring <br />industry into the County such as tax incentives, payment of SHIP <br />funds and liens, etc. She also felt the Board needs to have a <br />meeting regarding how much support should be given to affordable <br />housing projects and how the County should go about supporting <br />those projects. <br />Commissioner Bird suggested a separate workshop for each topic <br />and expanding the agenda for the date the reports are submitted. <br />Administrator Chandler advised that it would be good to <br />provide a general overview of utilities and its relationship to the <br />Comp Plan inasmuch as we are all but finished on the major <br />assessment programs in the County. There is one small area still <br />to be done that ties into the Comp Plan and there has been some <br />discussion about wastewater sewers.
