PUBLIC HEALTH DEPARTMENT/DISTRICT 15 <br />Commissioner Eggert stated that a bill is going to the Florida <br />House and Senate right now to pull public health out of HRS. She <br />emphasized that public health has been a good solid thing that was <br />separated from HRS, then put back with HRS, and then taken away <br />again. Her concern is that they are taking $20,000,000 and they <br />want to take it out of the public health trust fund, which is money <br />that should go to services for people. They want to rebuild a new <br />bureaucracy with it and she has a big problem with that. State <br />Senator William "Doc" Myers managed to get the bill through <br />committee. State Senator Patsy Kurth did vote against the deletion <br />of District 15 that we worked so hard to have formed so that we <br />could be split off from Palm Beach. Commissioner Eggert hoped the <br />House will defeat the bill. Evidently the bill is between 10,000 <br />and 14,000 pages long and. they will not duplicate it, even for <br />legislators, so nobody knows 100% what's in it. The House bill is <br />much shorter. If the Board shares her concern for health services, <br />especially for our children, preventive health services and the <br />shift of funds that could go from services to the formation of a <br />a <br />department, she would like the Board to write the proper <br />representatives, senators and Governor Lawton Chiles asking them to <br />veto the bill. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board approved a letter to <br />the Legislators and Governor in opposition to the <br />bill --(to be prepared by Commissioner Eggert). <br />(NOTE: Comm. Eggert telephoned each of the <br />legislators instead of writing a letter.) <br />SOLID WASTE DISPOSAL DISTRICT <br />The Chairman announced that immediately upon adjournment, the <br />Board would convene as the Board of Commissioners of the Solid <br />Waste Disposal District.
