28 <br />1 to evaluate the measures adopted by communities <br />2 voluntarily participating in the community rating <br />3 system, to provide incentives for measures to reduce <br />4 the risk of flood or erosion damage that exceed the <br />5 criteria set forth in section 1361, to encourage adop- <br />6 tion of more effective measures for floodplain and <br />7 erosion management, and to promote the reduction <br />8 o(Federal flood insurance losses. <br />9 "(2) INCENTIPES.—The program shall provide <br />10 incentives in the form of credits on premium rates <br />11 for flood insurance coverage in communities that the <br />12 Director determines have adopted and enforced <br />13 measures to reduce the risk of flood and erosion <br />14 damage that exceed the criteria set forth in section <br />15 1361. In providing incentives under this paragraph, <br />16 the Director may provide for credits to flood insur- <br />17 ance premium rates in communities that the Direc- <br />18 for determines have implemented measures relating <br />19 to - <br />20 "(A) the protection of natural and bene - <br />21 ficial floodplain functions; and <br />22 .!'(B) the management of erosion hazards. <br />23 "(3) CREDITS. -The credits on premium rates <br />24 for flood insurance coverage shall be based on the <br />25 estimated reduction in flood damage risks resulting <br />•o 14" I8 <br />
