STATE AND COMMUNITY MITIGATION ASSIST - <br />4 ANCE PROGRAM <br />5 (a) IN GENERAL. ---Chapter III of the National Flood <br />6 Insurance Act of 1968 (42 U.S.C. 4101 et seq.) is amend - <br />7 ed by adding at the end the following new section: <br />8 "SEC. 1387. STATE AND commuNITY MITIGATION ASSIST - <br />9 ANCE. <br />10 "(a) AUTHORITY.—The Director shall develop and <br />11 implement a financial assistance program with amounts <br />12 made available under section 1366 to States and commu- <br />13 nities for planning and activities designed to reduce the <br />14 risk of flood and erosion damage to insured structures. <br />15 "(b) MITIGATION PLAN REQUMEBMNT.—To be eligi- <br />16 ble to receive financial mitigation assistance, a State or <br />17 community shall develop, and have approved by the Direc- <br />18 tor, a flood and erosion risk mitigation plan (hereafter in <br />19 this section referred to as a `mitigation plan'), that is more <br />20 protective against flood losses and if applicable, erosion <br />21 losses, than the criteria established by the Director under <br />22 section 1361. -The mitigation plan, shall include a com- <br />23 prehensive strategy for mitigation activities adopted by the <br />24 State or community following a public hearing. <br />*S140518 1� <br />
