A <br />Vero Beach, FL 32960 <br />Subject: CARES Act Proposed Spending Plan <br />Jason, <br />The City of Sebastian is very pleased to present our spending plan for the initial $924,322 allocated to us <br />from the Coronavirus Relief Fund. We understand the County is charged with assuring the spending of <br />these monies is for eligible and unbudgeted purposes and accordingly needs to review and approve the <br />City's spending plan. Thus, we are submitting the spending plan below for the initial $924,322 allocation: <br />1. Up to $35,000.00 for COVID Required Direct Expenditures: <br />The City will first use the allocation as reimbursement for the direct cost we have incurred for special <br />supplies and equipment that was needed to handle operations during the pandemic. This will include such <br />expenses as adding technology to connect employees working from home and for conducting remote public <br />meetings; disinfectant supplies and equipment; wellness guards at workstations serving the public; non - <br />contact thermometers; and other minor expenses that were considered necessary. <br />2. Up to 575,000.00 to COVID Required Employee Sick Leave/Time: <br />The City will next use the allocation as reimbursement for the unbudgeted payroll expenses on City of <br />Sebastian employees whose time was diverted to functions substantially dedicated to mitigating or <br />responding to the COVID-19 public health emergency and payroll expenses of providing paid sick and paid <br />family and medical leave to enable compliance with COVID-19 public health precautions. <br />3. Up to $75,000 to Implementation of a Testing Program: <br />The City desires to implement a virus testing program for City employees and City residents. We are <br />exploring the cost of having a properly trained party to administer the test and a contract with a laboratory <br />to provide results. <br />4. COVID-19 Small Business and Their Employees Grants: <br />Any unexpended monies from Item 1, 2 and 3 and the remainder of the $924,322 will be used for Small <br />Business Grants of $5,000 to reimburse the costs of mandated business interruption or a 25% or greater <br />reduction in revenue due to decreased customer demand. Additionally, the employees of qualified <br />businesses that are City residents may receive $500 grants. Specific criteria to qualify for these grants are <br />provided in the attached Grant Application materials. <br />Again, we appreciate being able to present our spending plan and request your comments and preliminary <br />approval. Documentation of the actual expenditures will be as required by the under the Cares Act <br />Funding Agreement which is attached. <br />Respectfully, <br />� f <br />Paul E.
