� s � <br />through joint purchase agreements, and then be reimbursed by DOT. <br />Chairman Macht favored a very general resolution to give more <br />flexibility in using County -acquired environmental sites for <br />mitigation, which would save the taxpayers a great deal of money. <br />Chief of Environmental Planning Roland DeBlois thought the <br />procedures in the land acquisition guide already promoted shared <br />management, including mitigation sites, and he believed adopting a <br />resolution would serve no particular purpose other than reinforcing <br />what is already in place. <br />Mr. DeBlois recommended it was not appropriate to be talking <br />about specific mitigation projects over which the County has no <br />control and especially any particular sites that may be under <br />negotiation. <br />Chairman Macht advised that particular sites were not being <br />discussed. It was his understanding that Mr. Canty is asking for <br />a general resolution giving the County more flexibility in making <br />environmentally acquired sites available as mitigation for projects <br />within the county. <br />Commissioner Eggert supported a resolution to encourage SJRWMD <br />and FDOT to look at our list. She also was concerned with taking <br />large areas off the tax rolls. <br />Commissioner Adams thought $8 million had been earmarked for <br />the purchase and believed that a purchase of acreage in the marsh <br />would have a lesser impact on ad valorem taxes. She asked Mr. <br />Canty if he owned some sites on the LAAO list, and he advised he <br />did and thought everyone knew it. <br />Chairman Macht asked if there was consensus to ask staff to <br />draft a resolution (for consideration at a subsequent meeting) <br />supporting the use of County -owned environmental lands for <br />mitigation of county projects. <br />Discussion ensued during which Commissioner Adams agreed to a <br />general resolution. Commissioner Bird thought it should be broad <br />and simple. Chairman Macht thought it should be directed to FDEP <br />and Commissioner Eggert thought it should be sent to FDOT. <br />Mr. DeBlois suggested that if we're going to make a general <br />statement to SJRWMD or any other permitting agency, it should just <br />state that these sites should be promoted and considered for any <br />mitigation off-site, because any mitigation, private or public, <br />from another agency, could help serve the county and the public <br />interest on these properties. <br />11 BOOK 94 PA(;E.83 <br />April 11, 1995 <br />
