LOCATION: 7770 Jungle Trail, Vero Beach, FL 32963 <br />PROJECT BACKGROUND: This property was acquired by the County in 2008 with assistance from <br />Florida Communities Trust. A management plan (recently updated) outlines various public access <br />facilities to be incorporated into the site design. Proposed amenities include parking, restroom, pavilion, <br />walking trails, boardwalks, and ecological enhancement projects. This grant will assist the County with <br />the construction of a 4 -acre high marsh community and transitional hammock that will provide diverse <br />habitat, increased biodiversity, improved wildlife habitat, and will adapt to the changing environment. <br />PROJECT DESCRIPTION: The project includes construction of a 4 -acre salt marsh that will receive pumped <br />Lagoon waters and circulating these waters through an estuarine system that will remove nutrients, <br />suspended solids, and other pollutants prior to discharge back into the Lagoon. Adjacent to this salt marsh <br />the County is restoring a hammock that was heavily invaded by exotic species. The hammock/flow-way <br />marsh community to be restored will provide filtration (where feasible) of untreated stormwater from an <br />existing perimeter ditch that currently discharges directly into the lagoon. Through this habitat <br />enhancement project, the County envisions a mulit-faceted project that improves local water quality in the <br />Lagoon, provides foraging and roosting areas for a variety of listed and non -listed species, creates nursery <br />habitat for fish, improves shoreline conditions, and provides passive recreation and educational <br />opportunities for the public. <br />TASKS and DELIVERABLES: <br />Task #1: Construction of Salt Marsh <br />Task Description: This task will involve site clearing, excavation/grading, and planting of a 4 -acre salt marsh. <br />Influent and effluent structures under Jungle Trail, as well as fish friendly pump will be installed to maintain <br />hydrology. A water control structure will be constructed at the discharge point from the wetland into an adjacent <br />ditch (which drains into the Lagoon). <br />Deliverables: Executed contract for the construction, signed acceptance of the completed work by the Grantee and <br />certified by the Engineer of record. Before, during and after photos of the construction of the Salt Marsh. <br />Task #2: Construction of Hydric Hammock Restoration <br />Task Description: This task will involve excavation/grading, and planting of the hydric hammock. Influent and <br />effluent structures will be installed to maintain hydrology. <br />Deliverables: Executed contract for construction and signed acceptance of the completed work by the Grantee and <br />certified by the Engineer of record. Before, during and after photos of the hammock restoration project. <br />Performance Standard: The Department's Grant Manager will review the deliverables to verify that they meet the <br />specifications in the Grant Work Plan and this task description. Upon review and written acceptance by the <br />Department's Grant Manager of all deliverables under this task, the Grantee may proceed with payment request <br />submittal. <br />Payment Request Schedule: Grantee may submit a payment request for cost reimbursement upon completion of <br />the task and Department approval of all associated task deliverables. <br />Attachment 3-A, DEP Agreement #: CZ219-A1 <br />2 of 3 <br />Rev. 4/30/2018 <br />
