Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Steve Greer, Training Captain <br />Fire Rescue Division <br />DATE: June 2, 2020 <br />SUBJECT: Sole Source Purchase of Five (5) Stryker Lucas v3.1 CPR Compression <br />Devices <br />It is respectfully requested that the information contained herein be given formal consideration by the <br />District Board of Commissioners at the next scheduled meeting. <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Fire Rescue currently have two (2) Stryker Lucas v3.1 CPR Compression <br />Devices, and in order to maintain continuity and consistency, staff is now seeking the sole source <br />purchase of five (5) more of the devices. This will be a multi-year purchase program to ensure <br />that fiscal responsibility is obtained is throughout the process. The Stryker Lucas v3.1 CPR <br />Compression Devices have been shown to provide more effective, continuous, and consistent <br />compressions than a human. The Lucas device, coupled with other therapies, have been shown <br />to increase the survivability of patients from cardiac arrest from less than ten percent to well over <br />forty percent. After staff conducted extensive research on the Lucas Devices, as well as similar <br />devices, it was found that the Stryker Lucas system integrates seamlessly with our LifePack 15 <br />cardiac monitors, and our new Stryker CodeStat 11 analytical software. <br />FUNDING: <br />Funding for the five (5) Stryker Lucas v3.1 CPR Compression Devices will be derived from a <br />combination of Public Emergency Medical Transportation (PEMT) and the Emergency Services <br />District Funds/EMS County Awards Grant as follows: <br />ITEM <br />AMOUNT <br />ACCOUNT NUMBER <br />Lucas v3.1 Devices (PEMT) <br />$76,124.15 <br />11412022-066490-20023 <br />Lucas v3.1 Device (County Grant) <br />$16,456.00 <br />11412022-066910 <br />TOTAL <br />$92,580.15 <br />RECOMMENDATION: <br />Staff recommends the Board declare Stryker as the sole source provider for new Stryker Lucas <br />v3.1 CPR Compression Devices and approve the proposed purchase of five units. <br />103 <br />
