Brown, County Administrator <br />Vincent Burke, PE, Director of Utility Services <br />Jennifer Hyde, Purchasing Manager <br />Arjuna Weragoda, Capital Projects Manager <br />Approval of Utility Conflict Resolution on 43rd Avenue Corridor <br />80 <br />On December 17, 2019, the Board awarded bid 2019073 for State Route (SR) 60 and 43rd Avenue <br />Intersection Improvements to Timothy Rose Contracting, Inc. (TRC). <br />After commencement of work for the widening of 43rd Avenue, TRC identified the need for two water <br />main deflections, reconstruction of a new service lateral, and abandonment of a water main in conflict <br />with the proposed drainage to preserve water services to all the businesses along the 44th Avenue <br />corridor. The water mains were found to be at a depth of four feet, rather than the typical and anticipated <br />three feet. The four -foot depth conflicts with the drainage design for the roadway project. <br />Because TRC is qualified to perform the deflections and had already mobilized and established <br />maintenance of traffic along the corridor for the roadway work, the Indian River County Department of <br />Utility Services (IRCDUS) requested, and the Purchasing Manager granted, a waiver of the requirement <br />for quotes to make the necessary deflections. Purchase Order 86160 was issued to TRC in the amount of <br />$33,295.50 on April 20, 2020. <br />As work has progressed along the corridor, the need for five additional deflections has been identified, <br />and TRC has provided a quote to complete the work for an additional $65,919.84. These five additional <br />deflections are needed to accommodate the proposed drainage along the 44th Avenue corridor. <br />In order to facilitate progression of the 43rd Avenue widening without delay, the County Administrator <br />authorized a change order to the TRC Purchase Order. on May 27, 2020, increasing the amount to <br />$99,215.34. <br />Funding: <br />Funds for this project are derived from the renewal and replacement budget in the utility operating fund. <br />Utility operating funds are generated from water and sewer revenues. <br />28 <br />
