<br />County has, by Resolution No. 92-62, adopted April 21, 1992,
<br />determined to make special assessments against certain properties to be
<br />serviced a water line extension of the County located in Kings Highway
<br />Subdivision and Replat of Blocks 1, 2, 3, and 4, 39th and 40th Street
<br />east of Kings Highway, and also 56th Avenue; and
<br />WHEREAS, said resolution described the manner in which said
<br />v
<br />special assessments shall be made and how said special assessments are
<br />p { a
<br />to be paid; and

<br />WHEREAS the resolution was
<br />, published on April 24, 1992, as
<br />U ; u•
<br />required by Section 11-52, Indian River County Code; and
<br />WHEREAS, the Board of County Commissioners of Indian River
<br />o
<br />County passed Resolution No. 92-63, on April 21, 1992, which set a
<br />U
<br />C
<br />time and place for a public hearing at which the owners of the
<br />properties to be assessed and other interested persons would have the
<br />chance to be heard as to any and all complaints as to said project and
<br />said special assessments, and for the Board to act as required by
<br />Section 11-53, Indian River County Code; and
<br />WHEREAS, notice of the time and place of the public hearing was
<br />published in the Press Journal Newspaper on Wednesday, April 29,
<br />1992, and once again on Wednesday, May 6, 1992 (twice one week
<br />apart; the last being at least one week prior to the hearing), as
<br />required by Section 11-52, Indian River County Code; and
<br />WHEREAS, the land owners of record were mailed notices at least
<br />ten days prior to the hearing, as required by Section 11-52, Indian
<br />River County Code; and
<br />WHEREAS, the Board of County Commissioners of Indian River
<br />County on Tuesday, May 19, 1992, at 9:05 a.m. conducted the public
<br />hearing with regard to the special assessments,
