TASK 2: BUILDING AND SUSTAINING CORE CAPABILITIES <br />A. NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) IMPLEMENTATION <br />In accordance with the (HSPD)-5, Management of Domestic Incidents, the adoption of the National <br />Incident Management System (NIMS) is a requirement to receive Federal preparedness assistance <br />through grants, contracts, and other activities. NIMS provides a common approach to state and national <br />response that enables responders at all levels to work together more effectively to manage domestic <br />incidents a core set of guidelines, standards, and protocols for command and management, <br />preparedness, and communications in emergency situations. <br />All Sub -recipients must certify that they are NIMS compliant or working towards compliance and <br />will furnish documentation upon request. All Sub -recipients are required to complete and submit <br />the NIMS Data Collection Worksheet _Local compliance annually. <br />DELIVERABLES <br />• Provide the 2020 NIMS compliance notices will be reported by using the spreadsheet <br />provided by FEMA in the month of September. The Submission will be submitted <br />electronically to the Bureau Chief of Preparedness; <br />Reporting Requirements (Quarter 2). <br />Supporting Documentation: The NIMS Data Collection Worksheet_ Local. <br />B. LOGISTICS PLANNING — DISTRIBUTION MANAGEMENT PLAN <br />Continuing the requirement from 2019, counties will begin an update of its' Logistics Plan, a component to <br />their existing Local Comprehensive Emergency Management Plan (CEMP). The Logistics plan, for this <br />agreement cycle, should focus on the distribution of commodities and supplies such as food, water, <br />generators, and tarps to survivors following a disaster. <br />Section 252.35 (2)(g), Florida Statutes, requires the Department to: <br />• Ascertain the requirements of the state and its political subdivisions for supplies and <br />equipment of all kinds in the event of a disaster; and <br />• Plan for and either procure supplies, medicines, materials, and equipment or enter <br />into memoranda of agreement or open purchase orders that will ensure their <br />availability. <br />Completion of this requirement ensures statewide resource requirements are identified. <br />DELIVERABLES <br />• Provide the updated Logistics Plan Component addressing the following: <br />• Resource Ordering <br />• Distribution Methods <br />• Inventory Management <br />• Staging areas <br />• Transportation <br />• Demobilization <br />Reporting Requirements (Quarter 4). <br />1 <br />TASK 3: VALIDATING CAPABILITIES <br />A.
