Solid Waste Disposal District <br />The Board of County Commissioners reconvened as the Board of Commissioners of <br />the Solid Waste Disposal District. The minutes will be approved at an upcoming <br />Solid Waste Disposal District meeting. <br />15. B.1. 20-1561 Leachate Pilot Study Results and Final Payment to the Indian River Eco -District <br />and Geosyntec <br />Recommended Action: Solid Waste Disposal District (SWDD) staff recommends that its Board approve the <br />following: a) Approve the final payment to Geosyntec in the amount of $1,824.18; <br />and, b) Approve the final payment to the Indian River Eco -District; LLC (IRED) in <br />the amount of $18,669.96, which includes the approval of additional third party <br />expenses in the amount of $3,211.63. SWDD staff offers the following options for <br />Board approval: a) Waive bid requirements and direct staff to further negotiate <br />with IRED/Heartland on a short-term or long-term leachate treatment project for <br />SWDD Board review at a future meeting, or; b) Direct staff to issue a Request for. <br />Proposals for a leachate treatment of 20,000 gallons per day using Evaporation <br />Technology either on the SWDD property or an off-site property using.landfill gas <br />or an alternative heat source <br />Attachments: Staff Report <br />Geosyntec Summary Letter <br />Final Invoice from Geosyntec <br />Final Invoice from Indian River Eco -District LLC <br />Director of Utility Services Vincent Burke reviewed the information contained in <br />his memorandum dated May 10, 2020. In his PowerPoint Presentation, Director <br />Burke. went over the results from the Leachate Pilot Study, and discussed leachate <br />management options and recommendations. He detailed the pros and cons of a <br />short-term verses long-term solution for the treatment of leachate on either the <br />landfill property or the Indian River Eco District (IRED) property. <br />Indian River County Florida Page 11 <br />
