Zito, Assistant County Administrator, <br />From: Kevin Kirwin, Director, Parks and Recreation <br />Subject: Amendment 1, Work Order Number 1, Masteller & Moler, Inc. — Continuing <br />Engineering Services RFQ 2018008 - Hobart Park Baseball Fields <br />BACKGROUND: <br />On November 19, 2019 the Board approved the rejection of bids for Invitation to Bid 2020005 that <br />were solicited for the construction of the renovation and expansion of the Hobart Park Baseball <br />fields at 58th Avenue and 77th Street due to all of the bids significantly exceeding the engineer's <br />estimate of the project's cost. The Board's approval also authorized the staff to modify the scope of <br />work for this project and re -advertise the project. In order to direct the engineering consultants to <br />re -design a revised scope for this project it is necessary to amend their existing work order. <br />On April 17, 2018, the Board of County Commissioners approved Continuing Consulting <br />Engineering Services Agreements for RFQ 2018008 between Indian River County and Masteller & <br />Moler, Inc., this award replaced the Continuing Contract Agreement for Professional Services, <br />dated November 4, 2014. <br />Amendment 1 to Work Order Number 1 (Work Order Number, 1 was adopted by the Board of <br />County Commissioners on July 2, 2019), under the current Continuing Consulting Engineering <br />Services Agreements for RFQ 2018008 would provide for construction plans revision, cost <br />estimation updating, administration approval and permit revision and bidding assistance for the <br />revised scope. The value of Amendment 1 to this Work Order is $30,185, which is in addition to <br />the $73,145 value of Work Order Number 1. These services will engage the engineer and architect <br />of record for this project through the construction phase to completion, ensuring construction <br />quality and consistency with design. <br />FUNDING: <br />Funding is budgeted and available in the Account 00421072-066510-18001, . MSTU <br />Fund/Parks/58th Avenue Ballfield Renovation & Expansion account. Funding for this project is <br />provided by the "Windsor donation fund" to be used specifically for recreational purposes. <br />RECOMMENDATION: <br />Staff respectfully recommends acceptance of Amendment 1, Work Order Number 1, Hobart Parks <br />Baseball Fields Continuing Consulting Engineering Services Agreements for RFQ 2018008 with <br />Masteller & Moler, Inc., authorizing the professional services as outlined in Exhibit A, and request <br />the Board authorize the Chairman to execute.
