Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Ranking of Firms and Approval of Agreement — RFP 2020025 - Disaster <br />Debris Management Services <br />BACKGROUND: <br />On behalf of the Public Works Department, Requests for Proposals (RFPs) were solicited for the as <br />needed management of debris that may result from catastrophic events such as tropical storms, <br />hurricanes or tornadoes. The current contract was awarded by the Board on April 6, 2016 to Ceres <br />Environmental Services as primary contractor and AshBritt Environmental as secondary contractor. <br />The term of the new agreement is 24 months, with two additional 24 -month terms available. <br />Primary and secondary awards are again proposed. <br />RFP RESULTS: <br />Advertising Date: January 12, 2020 <br />RFP Opening Date: February 19, 2020 <br />Solicitation Broadcast to: 653 Subscribers <br />RFP Documents Requested by: 20 Firms <br />Replies: 11 Firms <br />ANALYSIS: <br />A selection committee comprised of Rich Szpyrka, PE, Public Works Director, James Ennis, PE, <br />Assistant Public Works Director, Kristin Daniels, CGFO, Director, Office of Management and <br />Budget, Himanshu Mehta, PE, Managing Director, SWDD, and Kirstin Leiendecker, PE, Project <br />Engineer independently evaluated and scored the received proposals in accordance with the RFP <br />document and Purchasing Manual. Evaluation criteria included qualifications and experience of <br />the firm, references, project approach and schedule, and proposal pricing. These scores were <br />compiled by the committee and an overall initial ranking of firms developed. <br />The top three firms were invited to participate in interviews. At the conclusion of the interviews, <br />each committee member ranked the top three firms, with those rankings compiled to develop the <br />final ranking of firms. <br />42 <br />
