FEMA only adjusts the approved amount <br />on individual Small Projects if one of the following conditions applies: <br />• The Sub -Recipient did not complete the approved SOW; <br />• The Sub -Recipient requests additional funds related to an eligible change in SOW; <br />• The PW contains inadvertent errors or omissions; or, <br />• Actual insurance proceeds differ from the amount deducted in the PW. <br />In these cases, FEMA only adjusts the specific cost items affected. <br />If none of the above applies, the Sub -Recipient may request additional funding if the total actual cost of all <br />of its Small Projects combined exceeds the total amount obligated for all of its Small Projects. In this case, <br />the Sub -Recipient must request the additional funding through the appeal process, within sixty (60) days of <br />completion of its last Small Project. FEMA refers to this as a net small project overrun appeal. The appeal <br />must include actual cost documentation for all Small Projects that FEMA originally funded based on <br />estimate amounts. <br />To ensure that all work has been performed within the scope of work specified on the Project Worksheets, <br />the Recipient will conduct final inspections on Large Projects, and may, at its sole discretion, select one or <br />more Small Projects to be inspected. Costs determined to be outside of the approved scope of work and/or <br />outside of the approved performance period cannot be reimbursed. <br />For COVID-19 DR -4486, projects that are under $131,100.00 are considered small projects. In coordination <br />with FEMA, the Division will accept a self -certification of small projects in lieu of project documentation for <br />permanent work projects (Categories C -G). The self -certification will require the applicant to certify that the <br />damaged facility is eligible, the scope of work is eligible, and that the funds will be expended in accordance <br />with State and Federal law. A copy of the self -certification is attached hereto. <br />This self -certification will be completed during project development in Grants Portal prior to obligation. Once <br />the project is obligated, the Division will reimburse the project without a request for reimbursement. <br />However, in order to close out the project, the applicant must provide before and after photos of the project. <br />5. TIME EXTENSIONS <br />FEMA only provides PA funding for work completed and costs incurred within regulatory deadlines. The <br />deadline for Emergency Work is six (6) months from the declaration date. The deadline for Permanent <br />Work is eighteen (18) months from the declaration date. <br />_..._Deadliness for Completion of Work <br />«of Wi6rk <br />Emergency Work 6 <br />Permanent Work 18 <br />If the Applicant determines it needs additional time to complete the project, including direct administrative <br />tasks related to the project, it must submit a written request for a Time Extension to the Recipient with the <br />following information: <br />• Documentation substantiating delays beyond its control; <br />• A detailed justification for the delay; <br />• Status of the work; and, <br />• The project timeline with the projected completion date. <br />Within its discretion, set out by 44 C.F.R. §206.204, the Division will grant a time extension for all emergency <br />work, or Category A (debris removal) and B (emergency protective measures) work, by three (3) months. <br />This extends the period of performance for all applicants designated for Category A and B work. <br />49 <br />
