BOARD OF COUNTY COMMISSIONERS <br />PROCLAMATION DECLARING AND EXTENDING A LOCAL STATE <br />OF EMERGENCY IN INDIAN RIVER COUNTY, FLORIDA, IN <br />CONNECTION WITH HURRICANE MATTHEW <br />WHEREAS, on October 3rd, 2016, Governor Rick Scott, in his capacity as Governor of <br />the State of Florida, issued Executive Order Number 2016-230, declaring that a state of <br />emergency existed in all or portions of the State of" Florida (including Indian River County) by <br />reason of Hurricane Matthew; and <br />WHEREAS, pursuant to section 101.10(1) of the Code of Indian River County, and <br />Resolution 2015-127 of the Board of County Commissioners. the County Administrator/Indian <br />River County Emergency Services District Director is authorized to declare a local state of' <br />emergency upon making a determination that a natural disaster has occurred or is imminent, <br />requiring immediate and expeditious action-, and <br />WHEREAS, in my capacity as County Administrator and Indian River County <br />Emergency Services Director, I determined that, by reason of Hurricane Matthew, the threat of a <br />natural disaster had occurred or was imminent, requiring immediate and expeditious action, and <br />declared that a local state of emergency existed in all of Indian River County, Florida, effective <br />as of 7:00 a.m., on the 6th day of October,, 2016; and <br />WHEREAS, on October 13, 2016, October 20, 2016, October 27, 2016, and again on <br />November 3, 2016, 1 declared and extended the local state of emergency as Indian River County <br />was still suffering the effects of Hurricane Matthew, posing a threat to the public health, safely' <br />and welfare of the citizens ol'Indian River County; <br />WHEREAS, as of November 10, 2016. Indian River County is still suffering the effects <br />of hurricane Matthew, which continue to pose 'a threat to the public health, safety and welfare of <br />the citizens of Indian River County-, <br />
