Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Change Order for the Replacement of Blowers for the Sludge Holding Tank at West Regional <br />Wastewater Treatment Facility <br />Descriptions and Conditions: <br />On May 15, 2018, the Indian River County (IRC) Board of County Commissioners (BCC) approved Work <br />Order No. 1 to Schulke, Bittle and Stoddard, LLC, (SBS) to provide professional engineering services for <br />design, bidding assistance and construction management services for the failing blowers and the blower <br />building at the West Regional Wastewater Treatment Facility (WRWWTF). <br />On December 3, 2019, the BCC authorized the Purchasing Manager to issue a purchase order to Larry <br />Schlitt Construction, Inc., (Schlitt) in the amount of $38,100.00 for the installation of the new blower <br />assemblies and demolition of the existing building, including electrical work at the West Regional <br />Wastewater Treatment Facility. <br />Analysis: <br />Purchase order 85883 was issued March 3, 2020. During the demolition of the two (2) eastern existing <br />blowers, the existing 10 -inch riser ductile iron pipe came loose. Upon evaluation, IRC and SBS staff <br />discovered that the existing 10 -inch riser pipe was not restrained, and the header pipe that supports <br />discharging air were totally corroded and not anchored. Any modifications to these pipes were not <br />anticipated and therefore were not part of the subject project. The contractor was requested to provide <br />a fee proposal for two options. The options are as follows: <br />Option 1: Pour new pipe stands closer to blowers so system remains operational. Remove <br />old header and riser. Add new extension at top of riser with mega lug and gasket. Set old <br />riser with new connections into pipe stands and reconnect everything <br />Option 2: Pour new pipe stands closer to blowers so system remains operational. Remove <br />old header and riser and dispose. Use new 8" dip to construct new header riser and <br />connection back to location of existing 8" pipe on top of tank. Set new piping into pipe <br />stands and reconnect everything <br />IRC staff and the Engineer of Record from SBS both recommend Option 2. <br />116 <br />
