III. CONCEPT OF OPERATIONS <br />A. LEVELS OF DISASTER <br />Chapter 252, Florida Statutes, requires each county to develop and maintain <br />a County Emergency Management Plan (CEMP). This CEMP must contain <br />provisions to ensure that the county is prepared for minor, major, and <br />catastrophic disasters. Therefore, a resolution was passed by the Indian <br />River County Board of County Commissioners adopting this county's CEMP. <br />A signed copy of the resolution can be found as a preface to this document. <br />Minor Disaster <br />Any disaster that is likely to be within the response capabilities of local <br />government and results in only minimal need for state or federal <br />assistance. <br />In accordance with this CEMP, this definition translates into a Level III <br />or Level II activation of the EOC. <br />2. Maior Disaster <br />Any disaster that will likely exceed local capabilities and require a <br />broad range of state and federal assistance. <br />In accordance with this CEMP, this definition translates into a Level II <br />or Level I activation of the EOC. The SEOC will be notified, and <br />potential state assistance will be coordinated. <br />3. Catastrophic Disaster <br />Any disaster that will require massive state and federal assistance, <br />including immediate military involvement. <br />In accordance with this CEMP, this definition translates into a Level I <br />activation of the EOC. The SEOC will be notified and may be <br />requested to pre -deploy to the EOC; potential federal assistance will <br />involve response as well as recovery needs. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 102 <br />
