11. SERT Support Staff <br />a. Upon activation of the SEOC, the FDEM becomes the support <br />staff to the SERT. The SERT support staff is charged with <br />ensuring that the SEOC procedures for information <br />management and decision-making are timely and accurate. <br />12. Discussion of Mission Assignments <br />a. The SERT Leader, SCO, or Deputy SCO will issue mission <br />assignments to the primary state agency for the ESF based on <br />the local government's identified resource shortfall. Resource <br />tasking to the state agencies will be accomplished through the <br />ESFs on a mission assignment basis. The "tasking on a <br />mission assignment basis" means that a local government <br />resource shortfall will be addressed through assigning a <br />mission to address the shortfall rather than tasking specific <br />pieces of equipment or personnel. <br />b. The primary state agency for that ESF will be responsible for <br />identifying the particular resource or resources that will <br />accomplish the mission and coordinate the delivery of that <br />resource to the local government. <br />13. Discussion of Mutual Aid Agreements and Memoranda of <br />Understanding <br />a. Mutual aid agreements and memorandum of understandings <br />are an essential component of emergency management <br />planning, response and recovery activities. Copies of all <br />mutual aid agreements, memoranda of understanding and any <br />other agreements within the jurisdiction and with other <br />jurisdictions around the state that relate to emergency <br />management activities can be found on file in a binder entitled <br />Compendium of Authorities and References located in the <br />Indian River County Emergency Management office. These <br />agreements for reciprocal emergency aid and assistance, in <br />case of emergencies, can increase resources and improve <br />response and recovery efforts. The Emergency Management <br />Director, or his designee, is responsible for the development <br />and coordination of mutual aid agreements and memoranda of <br />understanding. FDEMs EOC tracking software will be utilized <br />to monitor and track mission requests and responding to a <br />mutual aid request will be made accordingly, including <br />documentation for billing. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 131 <br />
