the ESFs located at the EOC. The "recovery phase" will be <br />coordinated and conducted at the EOC with a transition to the <br />DFO as appropriate. <br />E. NOTIFICATION AND WARNING — (Refer to the Indian River County <br />Comprehensive Emergency Management Plan, Annex Vl, Communications <br />Plan) <br />1. AT&T - The primary communication system operative through the <br />Department prior to, during, or after an emergency is AT&T, a <br />commercial carrier telephone service. When a determination has <br />been made that inter -county resources will be required, appropriate <br />DEM personnel will notify the ESF leaders from the required ESF. <br />The ESF leaders will be responsible for alerting or notifying necessary <br />personnel within their respective ESFs. Note: At the time of this <br />writing, Indian River County was in the process of upgrading their <br />phone system to an AT&T secure VoIP system. The advantage of the <br />new system will be less service outages and more reliable service. <br />2. Public Safety Answering Points (PSAP: 24-HOUR emergency <br />communications center) — There are three PSAPs located in <br />Indian River County (Indian River County Sheriff's Office, Vero <br />Beach Police Department and Sebastian Police Department). <br />However, the Indian River County Sheriff's Office serves as the <br />primary agency and is responsible for answering calls for police, <br />firefighting, and ambulance services 24 hours a day, dispatching <br />emergency services or passing 911 calls on to public or private <br />safety agencies. <br />3. EMnet - The Indian River County Department of Emergency Services <br />operates a 24-hour emergency communications center, either at the <br />main office location during routine business hours or at the Indian <br />River County Sheriff's Office during off -hours. The primary point to <br />point (County Warning Point to State Warning Point) communication <br />system is the Emergency Management Network (EMnet). The system <br />has a special computer that will automatically failover to a satellite <br />connection if the local internet connection fails. EMnet features <br />electronic messaging, point-to-point voice calling, and voice <br />conference call capabilities. Indian River County is also authorized to <br />transmit Emergency Alert System messages to Florida broadcasters <br />as well as the Integrated Public Alert and Warning System, which can <br />notify citizens via smart phones, weather radios, and other devices. <br />4. NAWAS - The primary point-to-point (County Warning Point to State <br />Warning Point) voice communications mechanism is currently <br />NAWAS. NAWAS is a 4 -wire telephone system used to convey <br />Indian River County Comprehensive Emergency Management Plan Basic Page 133 <br />
