Matson,AICP <br /> Community Development Director <br /> FROM: Brian Freeman,AICP <br /> MPO Staff Director <br /> DATE: August 10, 2020 <br /> SUBJECT: Consideration of the 2020 Update to the Public Transportation Agency Safety Plan <br /> (PTASP) <br /> It is requested that the information presented herein be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of August 18, 2020. <br /> DESCRIPTION, CONDITIONS,AND ANALYSIS <br /> As a recipient of transit operating and capital assistance through the Federal Transit <br /> Administration's Section 5307 program, Indian River County is required to adopt a Public <br /> Transportation Agency Safety Plan (PTASP). The purpose of the PTASP is to establish the <br /> processes and procedures necessary for implementing a safety management system. <br /> The County's public transportation operator,the Senior Resource Association,has prepared a draft <br /> Public Transportation Agency Safety Plan and is now submitting it for approval by the Board of <br /> County Commissioners. The draft PTASP is based on federal guidance as well as SRA's existing <br /> Security Program Plan, which has been required by FDOT for several years. <br /> According to federal guidance, a safety management system includes the following components: <br /> • Safety Management Policy: identifying safety objectives, establishing a confidential <br /> employee reporting program, identifying safety responsibilities, and designating a chief <br /> safety officer. <br /> • Safety Risk Management: hazard identification, risk assessment, and mitigation <br /> development. <br /> • Safety Assurance: developing processes for safety performance monitoring and <br /> measurement. <br /> • Safety Promotion: developing a comprehensive safety training program and safety <br /> communication. <br /> 82 <br />
