Hazard resolution is <br /> not synonymous with hazard elimination. In a transit environment,there are some hazards, which <br /> are impossible to eliminate and others,which are highly impractical to eliminate.Reduction of <br /> risk to the lowest practical level can be accomplished in a variety of ways from protective and <br /> warning devices to special procedures. <br /> 1. Design out or design to minimize hazard severity. To the extent permitted by cost and <br /> practicality, identified hazards will be eliminated or controlled by the design of <br /> equipment, systems and facilities. <br /> 2. Hazards that cannot reasonably be eliminated or controlled through design will be <br /> controlled to the extent practicable to an acceptable level through the use of fixed, <br /> automatic, or other protective safety design features or devices. <br /> 3. When design and safety devices cannot reasonably nor effective, eliminate or control <br /> an identified hazard, safety warning devices will be used(to the extent practicable)to <br /> alert persons to the hazards. <br /> 4. Where it is impossible to reasonably eliminate or adequately control a hazard through <br /> design of the use of safety warning devices,procedures and training will be used to <br /> control the hazard. <br /> 101 <br />
