GENERAL INFORMATION CONCERNING INDIAN RIVER COUNTY, FLORIDA <br />The following information has been provided by Indian River County, Florida, and is Included only <br />for the purpose of providing general background information. The information has been compiled on behalf <br />of the County, and such compilation involved oral and written communication with various of the sources <br />indicated. The information is subject to change, although efforts have been made to update information <br />where practicable. <br />The Series 1992 Bonds are not a general obligation of the State of Florida or any political <br />subdivision thereof, including Indian River County, and are only payable from the sources described in the <br />official statement. <br />Description <br />Indian River County (the "County") was established in 1925 by an Act of the Legislature separating <br />it from St. Lucie County. The County encompasses approximately 497 square miles and is located in the <br />middle of Florida on the eastern coast, approximately 135 miles north of Miami, 190 miles south of <br />Jacksonville and 135 miles east of St. Petersburg. The County is bounded on the north by Brevard County, <br />on the south by St. Lucie County on the west by Osceola and Okeechobee Counties and on the east by the <br />Atlantic Ocean. The City of Vero Beach is the seat of County government and the largest city in the <br />County. Other incorporated cities located within the County are Fellsmere, Indian River Shores, Orchid and <br />Sebastian. There are approximately 100 miles of waterfront land in the County, including approximately 23 <br />miles of Atlantic Ocean beaches. <br />Government <br />Indian River County has a five -member Board of County Commissioners (the "Commission"). Each <br />member represents one of five districts, elected at large (County -wide) for staggered terms of four years. <br />The Chairman and Vice -Chairman are elected by Commission. A County Administrator is appointed by the <br />Board and is responsible for administrative and fiscal control of the resources of the County. Bowman <br />and Don C. Scurlock, Jr. as members of the Commission. Each will serve for a term of four years. <br />The Commission apportions and levies County taxes and controls the expenditure of all County funds, <br />except schools which are controlled by the School Board of Indian River County, and except for Hospital <br />funds which are controlled by an independent taxing district. The budget year of the County runs from <br />October 1 to the following September 30. Operating revenue is raised from ad valorem taxes, real and <br />personal property taxes, and user fees with supplements from state and federal sources. The Commission <br />operates a county road system, water and sewer system, solid waste disposal system, and public golf course <br />and other recreational facilities, and has power to establish, build, maintain, repair, protect and preserve these <br />A-1 <br />
