3/1/90.1(LEGAL)Reso2(Vk) <br />RESOLUTION NO. 90-26A <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />BY ITS BOARD OF COUNTY COMMISSIONERS, TO THE <br />GOVERNOR AND CABINET OF THE STATE OF FLORIDA, <br />URGING THAT THE STATE PROVIDE ADDITIONAL LAW <br />ENFORCEMENT AND BOATING SAFETY COURSES FOR THE <br />PROTECTION OF MANATEES. <br />WHEREAS, the Department of Natural Resources (DNR) <br />has proposed strict rules for the use of the Indian River <br />Lagoon and Intracoastal Waterway in 13 coastal counties; and <br />WHEREAS, these counties have been given the option of <br />devising local rules subject to the approval of the DNR; and <br />WHEREAS, while Indian River County believes in the <br />goal of the proposed rules, i.e., the protection of the <br />endangered manatee, the County believes that manatee would <br />be better protected, regardless of which rules are adopted, <br />if there were additional law enforcement officers with the <br />proper equipment available to cite violators of the existing <br />or proposed rules and if there were additional boating <br />safety courses available, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that <br />the Board respectfully requests the Governor and Cabinet of <br />the State to appropriate sufficient funds to provide <br />additional law enforcement and boating safety capabilities <br />for the Intracoastal Waterway and Indian River Lagoon within <br />the 13 coastal counties which will be subject to existing or <br />additional manatee protection rules and regulations. <br />The resolution was moved for adoption by <br />Commissioner Scurlock and the motion was seconded by <br />Commissioner Wheeler, and, upon being put to a vote, the <br />vote was as follows: <br />Chairman Carolyn K.
