This <br />proposal would correct the omission of the Con -3 district from <br />the LDR Chapter 971 list of districts within which public <br />parks and playgrounds are allowed as special exception uses. <br />Reference: PSAC meeting summary: 12/15/94 (attachment #3, p. <br />5). Planning and Zoning Commission meeting minutes <br />(attachment #7). <br />4. Noncommercial Agricultural Uses in ROSE -4 District. Recently, <br />it was brought to staff's attention by an owner of property in <br />the ROSE -4 district that no agricultural uses are allowed in <br />ROSE -4. Current LDRs, however, allow certain noncommercial <br />agricultural uses. in other single family districts (e.g. RS -1, <br />RS -2, RS -3, and RS -6). Since it is logical to allow the same <br />type of uses in ROSE -4 as allowed in other single family <br />districts, staff is proposing that noncommercial stables, <br />kennels, and greenhouses be allowed in ROSE -4 as <br />administrative permit uses. To ensure compatibility within <br />single family areas, all of these uses would meet the <br />applicable specific land use criteria specified in Chapter <br />971. <br />Reference: PSAC meeting summary: 12/15/94 (attachment #3, p. <br />5). Community Development Director Sign -Off on Minor Site Plans. <br />This proposal would simplify minor site plan approval <br />procedures by having the community development director, <br />rather than the Planning and Zoning Commission chairman, sign - <br />off on minor site plans after TRC approval. It should be <br />noted that, due to ex parte communication caselaw, no Planning <br />and Zoning Commissioner is allowed to serve on the TRC or <br />participate in TRC meetings. <br />Reference: PSAC meeting summary: 12/15/94 (attachment #3, p. <br />5). Engineering <br />and planning staff's experience in reviewing mini -storage <br />projects indicates that 20' wide one-way driveway aisles for <br />mini -storage facilities are adequate to allow for vehicular <br />circulation and intermittent parking (for loading/unloading of <br />vehicles) alongside mini -storage buildings.
