Proposal for Central Indian River Lagoon TMDL BMAP Support Geosyntec D <br />Indian River County, Florida <br />October 22, 2020 COIIstlltantS <br />Exhibit A <br />SCOPE OF WORK <br />BACKGROUND <br />The Florida Department of Environmental Protection (FDEP) is in the process of moving forward with <br />pollutant load reduction allocations for the Central Indian River Lagoon (CIRL) under the Total Maximum <br />Daily Load (TMDL) Basin Management Action Plan (BMAP). The County is concerned that the current <br />allocation assigned to the County is possibly excessive based on questions and/or uncertainties associated with <br />the data the allocation is based on including calibration and ground trnthing for this portion of the lagoon. <br />SCOPE OF WORK: <br />Based on the foregoing, Geosyntec proposes to perform the following: <br />1. Initial FDEP Meeting Support — Prepare for and attend FDEP meeting on October 21, 2020 with <br />representatives of the County to discuss the proposed load allocations and question regarding the model <br />data, methodology, and potential updates. <br />2. Project Data Development & Review - Geosyntec will identify and collect pertinent and available data <br />related to the CIRL TMDL BMAP and its watershed. Note that some of this information has already been <br />obtained from the County as of the writing of this scope of services. Relevant model, GIS and other <br />compiled data and information will be assimilated into a project specific GIS geodatabase and data folder <br />for cataloging, data management, data processing, and mapping purposes. Water quality data and reports <br />will be consolidated in the project directory. <br />3. FDEP Draft TMDL Model Review — Geosyntec will peer review the model information for any issues, <br />errors, misrepresentation, or assumptions in the model that may impact the TMDL and pollutant loading <br />allocations associated with the County. Items considered unreasonable, incorrect, or cause undue <br />uncertainty in the model results will be identified and their relative impact to the overall load allocation <br />qualitatively assessed. <br />4. Initial Draft TMDL Technical Memorandum Peer Review and Comment Memorandum - Geosyntec <br />will develop a draft technical memorandum incorporating the findings from the above tasks. This report <br />will be provided to the County, including any recommended comments related to the implementation of <br />the draft TMDL information. The draft technical memorandum will be prepared and provided to the <br />County in electronic PDF format. <br />5. Final Draft TMDL Technical Memorandum Peer Review and Comment Memorandum — After <br />incorporating any comments from the County, a final technical memorandum will be provided to the <br />County in electronic PDF format. <br />This current scope is limited to a review and evaluation based on available data and no numerical assessment <br />or calculations will be performed. The report may provide recommendation for addition detailed analysis, <br />assessment, and/or calculations to confirm identified issues, deficiencies or errors. These potential additional <br />services can be provided in a supplemental scope. <br />DELIVERABLES <br />a) One PDF copy of the draft report <br />b) One PDF copy of the final report <br />c) Electronic copy of final project related data <br />
