Mr. Ashburn also expWos that this methodology applied to: the base rate reduction. 6. Second, Paragraph 11(b) states that the base rate reduction must "become effective coptemporatteous with the begimiitig of cost recovery vla the SPPCRC." T1s explained in the direct testimony of A.
