Board of County Commissioners Meeting Minutes - Final July 15, 2020 <br />Administrator recommendations for the following proposed Solid Waste <br />Disposal District Fund: <br />• Landfill - $9,924.072, an increase of $911,276 <br />• Recycling - $10,471.995, an increase of $1,610,944 <br />• Less capital outlay ($2,570,000), a decrease of ($950,000) <br />• Residential ERU $124.37, an increase of $3.47 <br />• Commercial WGU $44.29, an increase of $2.29 <br />• Readiness to Use Fee $27.42, an increase of $2.73 <br />Administrator Brown announced that the Solid Waste Disposal District's (SWDD) <br />proposed budget was $17,826,067, an increase of $1,572,220. He reviewed the <br />impacts to the SWDD Budget, and explained that even though St. Lucie County <br />was not charging the County for recycling, there was still $300,000 in <br />transportation costs to transport the recycling. <br />Administrator Brown explained that the County approved a new Leachate <br />pre-treatment system at a cost of $600,000 per year, and that the County had <br />partnered with Atlas Organics to make the waste into compost at a cost of $400,000 <br />per year. <br />Administrator Brown detailed the increase in the Consumer Price Index (CPI), and <br />he recommended and budgeted for a rate study to be done. <br />A discussion ensued between the Board and staff on the CPI increase, with <br />Administrator Brown stating that he would arrange for a study and bring it back to <br />the Board. He recommended a rate increase of 7.2% for residential and 6% for <br />commercial. <br />Chairman Adams opened the public hearing for comments; there were none. <br />The Chairman closed the Public Hearing. <br />The Board of Commissioners adjourned the Solid Waste Disposal District meeting <br />and reconvened as the Board of County Commissioners of the Budget Workshop <br />meeting, continuing with the Sheriffs Budget. <br />CONSTITUTIONAL OFFICERS <br />20-1764 <br />Attachments: Sheriff <br />County Administrator Jason Brown announced that he and Sheriff Deryl Loar had <br />reached an agreement on the Sheriffs Budget prior to the Budget Workshop, <br />therefore no discussion would be held at the meeting. <br />Indian River County Florida Page 12 <br />
