FY 2020 - 2021 EMPG AGREEMENT <br />GENERAL POLICY ATTACHMENT A — SCOPE OF WORK <br />I. <br />Sub -Recipient shall comply with the following requirements, and if applicable, ensure all contracts require <br />compliance with the following requirements. In carrying out this Agreement, Sub -Recipient shall provide <br />all necessary personnel, materials, services, and facilities, except otherwise provided herein, to carry out <br />the program. Sub -Recipient shall designate an individual, referred to by Division as the Grant Manager, <br />who will be responsible for ensuring that the following activities are adhered to: <br />• Planning; <br />• Organization; <br />• Equipment; <br />• Training; <br />• Exercise; and <br />• Management and Administration <br />The intent of the EMPG Base Grant Agreement is to provide each county with the means to successfully <br />manage and operate an Emergency Management Program by enhancing county emergency <br />management plans and programs that are consistent with the State and Local Comprehensive <br />Emergency Management Plans and Chapter 252, Florida Statutes. <br />II. SUB -RECIPIENT RESPONSIBILITIES <br />Sub -Recipient shall support efforts to build and sustain core capabilities across the Prevention, <br />Protection, Mitigation, Response, and Recovery mission areas described in the National Preparedness <br />Goal. <br />Counties must be able to prepare for, respond to, recover from, and mitigate against natural and man- <br />made disasters/emergencies. Each Emergency Management staff person must work the number hours <br />and assume the responsibilities for the duties in their official position description as well as provide the <br />coordination and support for all incidents within their jurisdiction. <br />TASKS AND DELIVERABLES: <br />The Sub -Recipient must successfully complete the following tasks and deliverables throughout the period <br />of performance. Quarterly Tasks (Form1 B) will need to be provided each quarter to show completion or <br />progress towards the completion of each task. Quarterly deliverables must be submitted to the Grant <br />Manager's email address provided in Subparagraph 16(b) as stated in the scope of work. The Sub - <br />Recipient must also provide a certification of completion on the deliverable checklist. <br />0,t'. <br />TASK 1: MATCH <br />A. QUARTERLY MATCH <br />The EMPG agreement has a 50% Federal and 50% Local match requirement. Unless otherwise <br />authorized by law, Federal funds cannot be matched with other Federal funds. To meet matching <br />requirements, the Sub -Recipient contributions must be reasonable, allowable, allocable, and necessary <br />under the grant program and must comply with all Federal requirements and regulations. <br />DELIVERABLES <br />• Provide Quarterly Match Form 3A to identify the non-federal match amount; <br />• Supporting documentation is required if the federal obligation exceeds the EMPA <br />award amount or you are using local funds to satisfy the match requirement. If using <br />EMPA as match, no additional supporting documentation is required; <br />Reporting Requirements (Quarters 1,2,3, and 4). <br />32 <br />
