The Sub -Recipient shall develop and maintain an Integrated Preparedness Program (IPP) that identifies <br />a combination of exercises and associated training requirements that address priorities and build gaps <br />identified in the Integrated Preparedness Program Workshop (IPPW) and builds from training gaps <br />identified in the county assessment process. <br />The IPP is designed to consolidate the training and exercise that will be undertaken by any and all <br />stakeholders within the State of Florida in an effort to maximize opportunities to coordinate, collaborate, <br />and improve effectiveness of each stakeholder's (the Whole Community) capacity/capability when <br />responding or assisting in the response to, recovery from, and mitigation of impacts from any of the "All <br />Hazards" threats. Training and exercises play a crucial role in this strategy, providing the State with a <br />means of attaining, practicing, validating, and improving core capabilities. <br />DELIVERABLES <br />• Provide the percentage of completed training and exercise activities listed on the <br />current IPP; <br />Reporting Requirements (Quarters 1,2,3, and 4); <br />• The County 2022-2024 IPP by February 1, 2021; <br />Reporting Requirements (Quarter 3). <br />B. TRAINING AND EXERCISE <br />Training and Exercise activities must enhance the capabilities of emergency management personnel, <br />including establishing, supporting, conducting, and attending training deliveries. Training activities should <br />align to a current, IPP developed through an annual IPPW and should reflect efforts to address training <br />capabilities gaps. <br />In addition to training activities aligned to and addressed in the IPP, all EMPG funded personnel must <br />complete the following training requirements and record proof of completion: <br />• NIMS Training, Independent Study (IS) -100 (any version), IS -200 (any version), IS - <br />700 (any version), and IS -800 (any version), and Professional Development Series <br />(PDS); or Emergency Management Professionals Program (EMPP) Basic Academy. <br />Exercises play a vital role in national preparedness by enables whole community stakeholders to test and <br />validate plans and capabilities and identify both capability gaps and areas for improvement. <br />Exercises also test capabilities, familiarize emergency management personnel with role and <br />responsibilities, foster meaningful interaction and communication across organizations. Exercises bring <br />together and strengthen the whole community in its efforts to prevent, protect against, mitigate, respond <br />to, and recover from all hazards. <br />DELIVERABLES <br />• The Division Form 4 - Staffing Detail for all funded EMPG personnel; <br />• Training transcripts for funded EMPG personnel listed on the Division Form 4 — <br />Staffing Detail. If certificates are uploaded into SERT TRAC, Grant Manager will <br />request a copy of the transcript from the Training and Exercise Unit (T&E); <br />• Provide sign in sheet or certificate or participation in at least three (3) exercises for <br />funded EMPG personnel during the period of performance <br />Reporting Requirements (Quarters 1,2,3, and 4) <br />NOTE: Additional course completion documentation is required only if; new personnel are listed on the <br />Staffing Detail Form. <br />Reference: FEMA Preparedness Grants Manual - Program Appendix H <br />34 <br />
