INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown; County Administrator <br />THROUGH: Phillip J. Matson, AICP; Community Development Director <br />FROM: Bill Schutt, AICP; Chief, Long -Range Planning <br />DATE: September 27, 2020 <br />SUBJECT: Consideration to Adopt an Ordinance Amending County Code Chapter 308, Indian <br />River County Local Housing Assistance Program, and to Adopt an Updated <br />Resolution Regarding Affordable Housing Advisory Committee Membership <br />(Legislative) <br />It is requested that the following information be given formal consideration by the Board of County <br />Commissioners (BCC) at its regular meeting of October 6, 2020. <br />DESCRIPTION AND CONDITIONS <br />During the 2020 Florida Legislative session the Florida Legislature approved and the Governor <br />ultimately signed into law HB 1339 (Attachment 1) which modifies the directives/responsibilities <br />and membership requirements of Affordable Housing Advisory Committees (AHAC) as listed in <br />Florida Statutes Section 420.9076. Those modifications include the requirement that: <br />1. One local elected official for the jurisdiction with a State Housing Initiative Partnership <br />(SHIP) program be on the AHAC. <br />2. The local elected official attend bi-annual regional workshops through the State Affordable <br />Housing Catalyst Program. <br />3. The AHAC annually (instead of triennially) review local policies, procedures, ordinances, <br />land development regulations, and adopted local government comprehensive plan of the <br />appointing local government and shall recommend specific actions or initiatives to <br />encourage or facilitate affordable housing while protecting the ability of the property to <br />appreciate in value. <br />4. The AHAC annually (instead of triennially) submit a report to the Board of County <br />Commissioners and designated State Housing training provider that includes <br />recommendations on the implementation of affordable housing incentives (See Attachment <br />1 for list of incentives). <br />This agenda item addresses item one, three, and four above. <br />118 <br />
