Brown, County Administrator <br />From: Vincent Burke, PE, -Director of Utility Services <br />Prepared By: Dwight Fulton, PE, Capital Projects Manager <br />Subject: South County Reverse Osmosis (SCRO) Water Treatment Plant (WTP) Improvements with <br />Kimley-Horn and Associates- Amendment No.1 to Work Order No. 1 <br />Descriptions and Conditions: <br />On September 17, 2019, the Indian River County Board of County Commissioners (BCC) approved the final <br />ranking for Request for Qualifications (RFQ) 2019070 to assist the Indian River County Department of <br />Utility Services (IRCDUS) with the planning, engineering, design, permitting and construction phase <br />services anticipated with two water treatment plants and directed staff to start negotiations with the top <br />ranked firm, Kimley-Horn and Associates, Inc. (KHA). On November 5, 2019, the BCC Chairman signed the <br />agreement for professional services. <br />On December 17, 2019, the BCC approved Work Order No.1 to KHA for preliminary evaluation, <br />preparation of design documents, permitting, and bidding phase assistance on the SCRO WTP, which is <br />currently rated for 8.57 million gallons per day (MGD). As part of the preliminary evaluation phase, KHA <br />submitted a basis of design report dated April, 2020, which identified the condition on the major process <br />components in need of replacement and rehabilitation, evaluated improvements necessary for up to 2 <br />MGD RO train treatment capacity and provided recommendations for redundancy and resiliency at the <br />SCRO WTP. Some of the items identified in the design report were not included in the original work order <br />No.1. <br />Analysis: <br />Staff requested KHA prepare a proposal to provide professional services to address the additional items <br />based on the design report and discussions with staff. Those items are as follows: <br />• New high service pumps (HSP) 4 & 5 (2 - 3 dwgs) <br />• Reverse Osmosis (RO) permeate and concentrate lines (4 dwgs) <br />• . HSP Suction and tank outlet piping (4 dwgs) <br />• Additional CO2 storage and feed system (3 dwgs) <br />• Additional Sulfuric Acid pump skid (1 dwg) <br />• Additional bulk caustic tank in existing containment (2 dwgs) <br />• . Uprating of the WTP from 8.57 to 9.0 MGD treatment capacity <br />• Modification to existing Demineralization Concentrate (DC) disposal permit <br />• Separation of SCADA & PLC Improvements to standalone project <br />The Amendment No.1 to Work Order No.1 will be provided in accordance with the Agreement f75 <br />C:\Users\legistar\AppData\local\Temp\BCL Tech nologies\easyPDF 8\@BCL@740E6031\@BCL@74OE603l.docx <br />
