Additionally, the Medicaid Managed Care plans themselves place limitations on therapy services
by providers, affecting the ability of providers to treat these children at the frequency and intensity
required to help them reach their goals. Private insurance plans may cover services, but high
deductibles or co -payments place significant financial burdens on parents or guardians, and limit
participation in the needed therapy. Early intervention in therapy for those children with delayed
milestones has been proven to be effective in the development and integration of skills necessary for
normal development.
The need for Support Fund coverage is increasing, due to limitations in Medicaid Managed Care
(MMC) coverage for services. Three of the MMC plans in this district reimburse on a case rate basis,
arbitrarily determined by the plan. In many cases, this limits the number of covered visits to less than
1 per week, which is not frequent enough to achieve the therapeutic benefit determined by the
Physician and evaluating therapist necessary to reach critical developmental milestones.
The Sunshine Kids Support Fund has been created to offset the cost of providing these services,
covering staff salaries and Clinic overhead, allowing these children to access care needed to reach
developmental milestones.
