Services provided in the Early <br />Bird Program will mirror those provided to 2 -year-olds and their families by the Early Head Start <br />Program. The only difference is that Early Bird is privately funded. The program will operate out <br />of our St. Helen's Head Start Center located at 3550 41st Street in Gifford. It will serve 8 <br />children/families and will target children living in Gifford. This will be Economic Opportunities <br />Council's (EOC's) first classroom serving 2 -year-old children. It will give children with the most <br />need one more year of early childhood education to prepare them for kindergarten. <br />
