"SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERV ES <br />SUBJECT: COUNTY OWNED PROPERTY SALE - BID NUMBER 5061 <br />ODESSA CLARK BID <br />BACKGROUND: <br />The Board authorized sale of a parcel of property located An 47th <br />Street in Gifford. In accordance with Florida Statutes this <br />property was properly advertised and bids opened on April 12, 1995. <br />Odessa Clark submitted the only bid for this property. However, on <br />examination of her bid package it was discovered that she failed to <br />submit a loo deposit in the form of a check or money order, as <br />required by the bid specifications. <br />It is policy, and so stated in the advertisement that a deposit be <br />part of the bid package for sale of all County owned property. <br />This deposit is to ensure a contract is completed between the <br />bidder and the County within ten working, days after the Board <br />accepts the bid and shall serve as' liquidated damages if the <br />accepted bidder fails to complete the transaction. <br />On three different occasions, Odessa Clark came to the Purchasing <br />Division and picked up a bid package. She was informed as to the <br />proper way for submitting her bid along with the opening <br />procedures. <br />ANALYSIS: <br />When it was discovered a deposit was not part of Ms. Clark's <br />package, she was sent a registered letter advising her the bid <br />submitted was rejected. She was also informed that she would be <br />sent an Invitation to Bid when the property was rebid. <br />On Monday, .�i1995, the property was advertised for rebid and <br />an Invitation to Bd mailed to Odessa Clark.
