Since engineering of road paving, drainage improvements, and water line <br />installation is costly, the County should not fund expensive engineering design <br />costs prior to a public hearing authorizing the project. If the project were not <br />approved, design costs would not be recoverable. A conservative, preliminary <br />assessment roll could be prepared with a construction estimate at this time. If good <br />support is voiced at the Public Hearing, the project could be authorized and <br />engineering proceed thereafter. By following this procedure, the County would <br />not risk the cost of engineering prior to a Public Hearing. <br />The alternatives presented are as follows: <br />Alternative No. 1 <br />26th Street - Authorize staff to issue a RFP for engineering design services. <br />Funding to be 50% by Special Assessment and 50% County (1¢ Local <br />Option Sales Tax) <br />Vero Tropical Gardens Subdivision - Schedule a Public Hearing for <br />property owner consideration based on a conservative preliminary estimate <br />prior to full design. No funding would be needed at this time. <br />Alternative No. 2 <br />Do not accelerate the implementation of the above projects but wait until <br />1996 until in-house design is scheduled. <br />RECOMMENDATIONS AND FUNDING <br />Alternative No. 1 is recommended whereby both projects are accelerated. <br />MOTION WAS MADE by Commissioner <br />SECONDED BY Commissioner Eggert, to <br />Alternative No. 1 and accelerate <br />projects, as set • out in <br />recommendation. <br />Adams, <br />approve <br />both <br />staff's <br />Under discussion, Commissioner Eggert asked if there was any <br />way to help Indian River Estates' residents get out to the light on <br />SR -60 at 66th Avenue, and Public Works Director Jim Davis replied <br />that he had recently spoken with the Indian River Estates people. <br />He explained that the County has had an on-going project to acquire <br />the 1/2 mile of right-of-way west of 66th Avenue in order to pave <br />the section to Village Green. All of the right-of-way has been <br />acquired, except for one parcel. They plan to proceed with the <br />special assessment for that project. Hopefully, the property owner <br />will come in to sell his right-of-way to offset the assessment (and <br />43 <br />May 16, 1995 <br />Boa 95 fa,E 69 <br />
